I had forgotten the same excerpt from "Swan Lake" was played as the
opening scores for both movies. Does anyone know why the duplication?

According to David Skal, Universal used "Swan Lake" for a number of
mystery/horror movies in the early 30s. It saved them from having to have
special music written.

Which wasn't much of a priority or cost until,
oh, 1933 and later.

They were no strangers to cutting corners, even before their financial
crisis. Of course, lots of studios used public domain classical music fo
rthe same reason.
